While everyone is rightfully signing Amendment #1 so far, I am seeing a random mix of rejections for amendments 2-4. You should really sign all four amendments. They are mainly administrative. In addition to the information in the cover letter to the mailer, this information may be helpful.

#2 (CPI amendment) is only beneficial to Board administration and has no direct impact on us, as the September CPI report is never systematically more or less than the October CPI report. The Declaration of Covenants, however, requires use of the October report, which gives the Board one meeting before it can prepare and discuss the impact for the annual meeting, which is very burdensome on the Board, especially if the intervening meeting has difficulty meeting for some reason.

#3 (parking suspension amendment) gives the Board a nonextreme enforcement mechanism with teeth to deal with those Lot Owners who are not paying their fair share of HOA dues. Those who are not paying increase the burden on the rest of the community, and the only remaining teeth to our enforcement, if this amendment does not pass, is the imposition of liens on the property, which is obviously a drastic last resort. The Board needs a mechanism with teeth that encourages the Lot Owners timely payment of dues before it comes to imposing a lien.

#4 (Declaration amendment threshold) is administrative, but can be important. We need 75% of Lot Owners to agree to change to the Declaration of Covenants, such as for the amendments that you just submitted. This is a very high threshold, and we are nervous about meeting it for something as important as merely retaining our parking spaces, as there are always a high number of nonreponses, especially given the number of Lot Owners that live elsewhere in our community. Lowering this to 60% still requires the super majority of the neighborhood to agree to a change, while allowing a higher fail rate of responses.
